It is of grave concern for many Europeans, EU or not members, the allowance of further military build up escalation confronting Russia's War capabilities. After President Putin showed no intentions to cross external borders along Russia's training exercises readiness preparation near Ukraine, as far as fundamental legitimate rights of many Russians in Ukraine, primarily Donbass region, are not violated, in accordance with International Law, there is simply no other reason Why to build up heavy ground machinery Army formation at Europe's Eastern "front", except to push for violation of those people's rights and thus further escalate such projected Regional bloody conflict, so as to contain it, in terms of weaponry and technologies used, not to reach the very Atlantic. There is a major and clear difference Geopolitically between the interests of Continental Europe and North America whether We should or should not have peaceful stability along the relations with Russia -- the mighty European neighbour. And EU Council is assigned to assess this difference professionally, instead of going deeper into the warmongering mess with PESCO-Washington logistics and enforcement over European defense autonomy. As far as it is necessary to defend Europe in unlikely contingencies, it is for Us -- the Europeans -- Who are in charge of it and not the Overseas Pentagon. EU Permanent Structured Cooperation is otherwise irrelevant
