Definitely not true as regards the relations with Russia, where EU administration conduct is like of a subordinate to Washington's national interests. Apparently due to post WW2 complexes and so allowed covert meddling of federal USA into EU states internal affairs with determination of leadership and high level positions. Otherwise, EU could've employed far more effective stance of a mediator between Moscow and Washington, not taking side into theirs continuing War, and thus help negotiated stable solutions to come up, by coordinating member states representatives and diplomats to take part in mediating processes, and achieving long term strategic contractual framework at a central level in the field of security with Russia to fill up the vacuum of already collapsed post Cold War treaties, signed and abandoned by USA and Russia at the expense of European continental territory, without EU states ever being site to these treaties. It is such a major flaw and weakness, that not only deflates the claims of EU success in peacebuilding mediation, not only tramples on the EU international authority as otherwise a leading global player, but in fact have let to and further nourishes the contingency of another World hot conflict to erupt
